What the Law Requires
Is Your Park in Compliance?
California Health and Safety Code Section 18876.1 and Title 25, Division 1, Chapter 2.3 require every mobilehome park and RV park in the state to have a trained, certified manager on record with HCD.
Who must be certified?
At least one person employed as a manager — or acting in an on-site or offsite managerial capacity — at each mobilehome park or recreational vehicle (RV) park in California must complete the PMTP training and pass an online examination.
Are You Out of Compliance?
The May 1 Deadline Has Passed
Park managers were required to be certified by May 1, 2026. Non-compliance puts your park's permit to operate at immediate risk. Enroll now to avoid penalties.
What if one manager runs multiple parks?
A manager who oversees more than one park only needs to complete the training once. We handle the HCD submission for every park they manage — contact us after enrollment for multi-park details.
What about renewal?
Every two years, managers must complete 2–4 hours of follow-up training and pass an online examination to maintain their certification. We'll remind you when it's time to renew.

- You can search using your Park ID or, in order to avoid any error, you may search by City to find your park.

Complete the training modules
Work through the self-paced online curriculum at your own schedule. Each module ends with a knowledge check required to advance.
Pass the final exam
Complete the 50-question online final exam. A passing score of 75% or higher earns your certificate of completion.
Receive your certificate
We notify HCD electronically and HCD will issue your Certificate of Compliance. Post it at your park — you're fully compliant.
